Background

To inform its work supporting transitioning communities and regions in Australia during the net zero transition, the Net Zero Economy Authority (the Agency)[MB2.1] is seeking to commission research on carefully selected international cases to better understand the scale of support provided in various international contexts to support transitions of industrial regions. The Agency is particularly interested in the mechanisms through which these supports are provided, be that direct agreements, competitive pools or embedded in national government programs or social security or other support systems. 

The Agency’s work is focussed on priority regions including the Latrobe Valley in Victoria, the Hunter region in NSW, Central Queensland (including Gladstone), and Collie in Western Australia. These industrial regions are either undergoing, or are expected to experience, major economic changes.

Scope of Work

Deliverables: 

The Agency is seeking a supplier to undertake the necessary mix of desktop and primary research required to prepare case studies and an associated research report that includes: 

  • Desktop review of potential case studies, incorporating application of a framework to the chosen cases studies to ensure each case study is relevant to the application of support in the Agency’s current priority regions.
  • Identification of relevant international case studies (4-6 case studies are expected to be studied in the research);
  • 4-6 cases case studies relevant to the transition of industrial regions Identification of any policy lessons and/or other learnings that relate to the design or funding of these supports or actions, that may be applicable to the Agency’s work in its priority regions.

    2. Supplier’s demonstrated capability and capacity. This includes skills and experience, and the proposed personnel.
