Background
Diplomacy Training for First Nations Fellows
DFAT, through the Office for First Nations International Engagement (OFNIE), seeks a supplier to design and deliver a specialist training course titled Diplomacy Training. This course is mandatory for all DFAT-funded First Nations delegates (herein Fellows) attending either the Permanent Forum on Indigenous Issues (UNPFII) or the Expert Mechanism on the Rights of Indigenous Peoples (EMRIP). DFAT-funded Fellows attending other international meetings may be provided an opportunity to attend.
The training program will centre on strengthening participants’ knowledge and practical capability to engage in international Indigenous rights mechanisms. Key components will include:
- A comprehensive overview of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP):
Participants will explore the history, purpose, and legal significance of UNDRIP, including its key articles, implementation pathways, and relevance to domestic policy, community advocacy, and organisational strategy. - Practical guidance for effective participation in the United Nations Permanent Forum on Indigenous Issues (UNPFII) and the Expert Mechanism on the Rights of Indigenous Peoples (EMRIP):
This will cover how these bodies operate, how to prepare interventions and submissions, how to navigate procedural rules, and how to engage with member states, UN agencies, and other Indigenous delegations. - Strategies for high‑impact attendance at international forums:
The training will focus on how to plan for purposeful engagement at global events, such as side meetings, networking opportunities, and coalition‑building.
Maximising organisational and community benefits upon return:
Participants will learn methods for translating international engagement into meaningful local outcomes, including reporting frameworks, advocacy planning, policy development, knowledge-sharing, and incorporating insights into organisational strategies and community-led initiatives.
Scope of Work
The supplier will be required to:
- Appoint a Project/Logistics Manager (or equivalent) to oversee all activities and ensure effective coordination and delivery of the services under this proposed agreement.
- Design and deliver a three-day face-to-face course in Canberra. The course should include:
- Incorporation of adult learning principles in the design and delivery, ensuring the content is interactive and practical in nature rather than over reliance on a lecture-style format.
- Presentations, and time for questions and answers.
- Provide a structured course outline including agenda, speakers, topics, learning outcomes, and bibliography.
- Integrate cultural awareness components throughout the course.
- Deliver the first Diplomacy Training over 3 days, 9AM-5PM from 30 March – 1 April 2026, and a second course roughly 12 months later subject to DFAT scheduling and confirmation of requirements.
- Must nominate a suitable venue in central Canberra for DFAT’s consideration, capable of accommodating a minimum capacity of 25 participants per session.
- Arrange catering for morning tea, lunch, and afternoon tea for all attendees.
- Coordinate and fund all travel requirements for interstate delegates and trainers, including airfares, transportation, accommodation and associated logistical arrangements.
Work closely with DFAT counterparts to ensure course content is accurate, relevant, and aligned with government policy.
